Programme Officer- Strategic Sector Cooperation Project

The General Consulate of Denmark in Lagos is looking for a dynamic programme officer to join our Strategic Sector Cooperation team and to work closely with our posted staff, Sector Counsellor, Food and Agriculture.

The Officer will contribute to the timely implementation of the Strategic Sector Cooperation (SSC) on sustainable and green transition of the livestock sector in Nigeria and create synergy between sector development initiatives and trade opportunities. The development officer works closely with other members of the other Embassy and Consulate teams when relevant.

Many different specific tasks will fall under the development officer’s responsibility, flexibility is needed and development of priorities is expected to occur. There will be activities where the development officer will take responsibility and other activities where a supporting role is expected. The development officer will assist in establishing the strategic outline of the Consulate and Embassy future agriculture and food sector activities.

SCOPE OF RESPONSIBILITIES
Diplomatic Relations

  • Work proactively to establish relations with relevant national authorities, like the Federal Ministry of Agriculture and Food Security (FMAFS) and National Agency for Food and Drug Administration (NAFDAC) etc. to facilitate and promote cooperation between Nigerian and Danish stakeholders
  • Proactively develop and maintain an extensive network and close relationship with mid-/high-level officials from Nigerian partners. In particular, to government partners, but also to partners in civil society and private sector
  • Setup meetings with government stakeholders and other stakeholders; Civil Society organisations, private sector, multi- and bilateral donor agencies
  • Secure updated information on changes in the government administration and important actors in the sector
  • Assist in planning of visit programs for incoming and outgoing delegations in the area of Food and Agriculture in particular for high-level visits at the Consulate
  • Establish fora, activities etc. to build networks of commercial interest

Updates and Analysis

  • Provide continuous update on the Nigerian Food and Agricultural sector to the Danish representation’s Food and Agriculture Team, hereunder policy changes, newly issued regulation and guidelines, important events, challenges, news and political opinions
  • Continuously analyse Nigerian food and agriculture policies, regulation and government setup
  • Collect and analyse data on the agricultural sector, hereunder in particular specific data relevant for SSC and other projects

Strategic Sector Cooperation

  • Assist to formulate overall work plans for the SSC Project
  • Arrange and participate in meetings and travels ensuring always the proper documentation
  • Independent meetings and day-to-day contact with cooperation partners and visits to activities and stakeholders in close coordination with the Sector Counsellor
  • Align SSC work with work of the Trade Team (TC) at the Consulate and contribute to creating synergies
  • Perform necessary administrative work of SSC

 

CROSSCUTTING TASKS AND RESPONSIBILITIES:

  • Engage in the daily execution of tasks, reaching out to the team with inputs and requests for additional tasks
  • Strive towards the highest degree of quality and precision in task management, written products, oral presentations and when cooperating with internal and external partner
  • Apply professional qualifications and network to contribute to the fulfilment of other related tasks
  • Contribute to raising awareness of Denmark’s engagement in Nigeria as well as the partnership between Nigeria and Denmark
  • Contribute to awareness raising activities through active engaging in and take initiative to use agreed communication channels of the Consulate as well as through public diplomacy activities
  • Support to the daily and longer term tasks of the Embassy by assisting colleagues across teams when needed

 

QUALIFICATION REQUIREMENT

  • MSc in agriculture, sustainable food systems or related sciences preferably related to livestock production
  • Minimum of 5 years experiences from related work
  • Experience from working with both public and private sector
  • It will be an advantage to have worked directly with facilitation of public and private partnership
  • Have a thorough understanding of facilitating gender transformation both in policy and practise
  • Understanding and experience in integrating climate change adaptation and mitigation in policies and practises
  • Diligent team worker with proven and strong networking competencies
  • Ability to work in a team of different cultural backgrounds and with a good sense of interacting at various levels in organisations
  • Excellent mastery of spoken and written English
